What is a Special Rating Area (SRA)?
An SRA is a defined geographical area where property owners agree to pay an additional municipal rate to fund improvements in public safety, maintenance, and related services. It is established as a non-profit company, managed by directors elected from property owners, and funded solely for use in that area.
Why is private security not enough?
Private security companies are contracted to protect private property. They have no mandate to patrol neighbourhood streets and parks, stop suspicious persons in public spaces, or address vagrancy. Public spaces remain at risk without a community-funded public-space presence.
How is the SRA levy calculated?
SRA rates must follow the Local Government: Municipal Property Rates Act of 2004. The levy is an amount in the rand based on your municipal property valuation, not a flat fee for every property. For Die Boord, the proposed rate is R85.00 including VAT (R73.91 excluding VAT) per R1 million of municipal valuation per month.
Which estates are excluded from the Die Boord SRA budget?
Security estates excluded from the DBSRA budget are Oewerpark, De Oewer, and Die Werf.
What support threshold is required?
Voting must reach the 60% threshold required by the Municipal By-Law and Policy. In September 2025, over 920 property owners in the previous combined proposal already voted in support, exceeding 60%. The 2026 process restarts with a standalone Die Boord application.
Who manages the money and the services?
An elected board of directors from Die Boord property owners governs the SRA. A professional manager (shared with BDKW SRA) runs day-to-day operations. The Municipality collects the additional rate with ordinary rates. Financials are independently audited each year, with regular reporting to owners.
What does the levy fund?
The 2026 proposal includes 30 CCTV cameras (including NPR) under professional monitoring, two armed response officers in two vehicles 24/7/365, and telephone / WhatsApp emergency support. Limited cleaning and social development are also budgeted. About 83% of operating spend is allocated to security services.

What should I know about the WhatsApp group?
